कक्षा 10 सामाजिक विज्ञान भाषा नीति

भारत के संविधान में किसी एक भाषा को राष्ट्रीय भाषा का दर्जा नहीं दिया गया है। हिंदी को राजभाषा माना गया है, लेकिन हिंदी सिर्फ़ 40% (लगभग) भारतीयों की मातृभाषा है। इसलिए अन्य भाषाओं के संरक्षण के अनेक उपाय किए गए हैं। संविधान में हिंदी के अलावा अन्य 21 भाषाओं को अनुसूचित भाषा का दर्जा दिया गया है। केंद्र सरकार के किसी पद का उम्मीदवार इनमें से किसी भी भाषा में परीक्षा दे सकता है, बशर्ते उम्मीदवार इसे विकल्प के रूप में चुनें। राज्यों की भी अपनी राजभाषाएँ हैं। राज्यों का अपना अधिकांश काम अपनी राजभाषा में ही होता है।

श्रीलंका के ठीक उलट हमारे देश के नेताओं ने हिंदी के उपयोग को बढ़ावा देने के मामले में बहुत सावधानी भरा व्यवहार किया। संविधान के अनुसार सरकारी कामकाज की भाषा के तौर पर अंग्रेजी का प्रयोग 1965 में बंद हो जाना चाहिए था, लेकिन अनेक गैर-हिंदी भाषी प्रदेशों ने मांग की कि अंग्रेजी का प्रयोग जारी रखा जाए। तमिलनाडु में तो इस मांग ने उग्र रूप भी ले लिया था। केंद्र सरकार ने हिंदी के साथ-साथ अंग्रेजी को राजकीय कामों में प्रयोग की अनुमति देकर इस विवाद को सुलझाया। अनेक लोगों का मानना था कि इस समाधान से अंग्रेजी-भाषी अभिजन को लाभ पहुंचेगा।

राजभाषा के रूप में हिंदी को बढ़ावा देने की भारत सरकार की नीति बनी हुई है, लेकिन बढ़ावा देने का मतलब यह नहीं कि केंद्र सरकार उन राज्यों पर भी हिंदी को थोप सकती है, जहां लोग कोई और भाषा बोलते हैं। भारतीय राजनेताओं ने इस मामले में जो लचीला रुख अपनाया, उसी से हम श्रीलंका जैसी स्थिति में पहुंचने से बच गए।

व्याख्या

भारत एक बहुभाषी देश है। यहां 121 भाषाएं बोली जाती हैं, जिनमें से 22 भाषाएं संविधान में अनुसूचित भाषाओं के रूप में मान्यता प्राप्त हैं। हिंदी भारत की राजभाषा है, लेकिन यह देश की राष्ट्रीय भाषा नहीं है।

भारतीय संविधान ने भाषाओं के संरक्षण के लिए अनेक उपाय किए हैं। इनमें से कुछ प्रमुख उपाय निम्नलिखित हैं:

  • संविधान में हिंदी के अलावा अन्य 21 भाषाओं को अनुसूचित भाषाओं का दर्जा दिया गया है।
  • केंद्र सरकार के किसी पद का उम्मीदवार इनमें से किसी भी भाषा में परीक्षा दे सकता है।

श्रीलंका एक बहुभाषी देश है, लेकिन वहां सिंहल भाषा को राष्ट्रीय भाषा का दर्जा दिया गया है। इस कारण वहां तमिल भाषियों और सिंहल भाषियों के बीच संघर्ष होता रहा है। भारत में भी हिंदी को बढ़ावा देने के मामले में इस तरह के संघर्ष की संभावना थी, लेकिन भारतीय राजनेताओं ने इस मामले में एक लचीला रुख अपनाया। उन्होंने हिंदी को बढ़ावा देने के साथ-साथ अन्य भाषाओं के संरक्षण की भी नीति अपनाई। इस कारण भारत में श्रीलंका जैसी स्थिति नहीं बन पाई।

निष्कर्ष

भारत की भाषा नीति एक जटिल मुद्दा है। इस मुद्दे पर विभिन्न दृष्टिकोण हैं। लेकिन भारत के संविधान में भाषाओं के संरक्षण के लिए जो उपाय किए गए हैं, वे संतुलित हैं। इन उपायों से भारत में एक बहुभाषी समाज में शांति और सद्भाव बनाए रखने में मदद मिल रही है।

    बेरूत शहर में खलील नाम का एक लहराइल वाला बालक रहता था। उसकी आँखों में सपने झिलमिलाते थे और दिल में देश के लिए जुनून ज्वाला भड़काता था। वह बड़ा होकर राष्ट्रपति बनना चाहता था, लेबनान का मुखिया बनकर अपने देश को नई ऊँचाइयों पर पहुँचाना चाहता था। लेकिन उसके रास्ते में एक बड़ा पहाड़ खड़ा था, जिसका नाम था – धर्म!

    खलील के माता-पिता अलग-अलग समुदायों से थे। पिता तो थे रूढ़िवादी ईसाई, लेकिन माँ सच्ची मुसलमान। लेबनान में ऐसे मेल बहुत थे, खूबसूरत परंपराओं का ताना-बाना बुना था। पर इतिहास के गलत मोड़ पर धर्म एक खूंखार तलवार बन गया था, जिसने भाई-भाई को लड़ा दिया था। एक खौफनाक गृहयुद्ध ने पूरे मुल्क को झकझोर दिया था, जिसकी भयावह यादें खलील के चाचा की शहादत में अब भी जिंदा थीं।

    गृहयुद्ध के बाद शांति लौटी, लेकिन उसके साथ लेबनान के नेताओं ने एक अनोखी व्यवस्था बनाई। सत्ता का तराजू धर्म के हिसाब से तौला जाने लगा। कैथोलिक ईसाई ही राष्ट्रपति बन सकता था, प्रधानमंत्री का तख्त मुसलमानों के लिए था। ये सब धर्मों के बीच शांति का एक नाजुक समझौता था, जिसकी कीमत खलील को हर रोज चुकाना पड़ता था।

    वह सोचता था, “मैं तो आखिर हूँ क्या? ईसाई भी नहीं, मुसलमान भी नहीं! मेरा सपना तो सिर्फ लेबनान की भलाई का है, धर्म के बंधनों में क्यों उलझूँ?” पर सत्ता का दरवाजा उसके लिए हमेशा बंद ही रहता था।

    एक दिन, जब खलील अपनी उलझन के जंगल में खोया हुआ था, उसे अपने दादा की बातें याद आईं। दादा कहता था, “पहाड़ को तोड़ पाना मुश्किल है, लेकिन रास्ता बदलकर चढ़ाई की जा सकती है।” खलील की आँखों में उम्मीद की चिंगारी लौटी। “शायद धर्मों की दीवारें तोड़ना मुश्किल है, लेकिन मैं तो ऐसा राज बनाऊंगा जहाँ हर किसी को उसकी योग्यता का हक मिले, जहाँ धर्म न बोलें, बल्कि सिर्फ इंसानियत गूंजे!”

    यह सोचकर खलील ने अपनी मुहिम शुरू की। उसने साथियों को जोड़ा, लोगों को समझाया कि लेबनान को धर्म के बंधनों से मुक्त होना चाहिए। उसने बताया कि असली ताकत तो योग्यता और ईमानदारी में होती है, न कि मंदिर-मस्जिद में।

    धीरे-धीरे, खलील की आवाज दूर-दूर तक पहुँचने लगी। हर गली में, हर चौक पर उसकी बात सुनी जाने लगी। लोगों को एहसास हुआ कि खलील की सोच में सच्चाई है, एक नए लेबनान की आशा है।

    लेकिन सब रास्ते इतने आसान नहीं होते। पुराने तौर-तरीकों के हिमायती बौखला गए। खलील को खतरे, दबाव, डरावे का सामना करना पड़ा, लेकिन वह डगमगाया नहीं। वह जानता था कि जब हवा का रुख बदलने वाला होता है, तो हर पेड़ हिलता है।

    आखिर में, लेबनान के लोगों ने चुनाव किया। उन्होंने धर्म के पंजे से सत्ता को मुक्त करने का फैसला किया। एक नए जहान की खुशबू हवा में घुलने लगी, जहाँ खलील के जैसे हज़ारों सपनों को उड़ान मिली।
